Apple will be launching the iPhone 4S in new countries today!
And there are many places overpricing the device.

As you can see the SIM-free versions ranges between R$ 2,599 and R$ 3,399, taking into consideration US$ 1.00 = Brazilian$ 1.87

Why iPhone 4S is expensive in non-US countries!

Simply, the iPhones are made in China and imported to Brazil, so the taxes gets too high!
But as soon as the iPhones actually made in Brazil comes out, these high prices would fall.

Brazilian carrier Vivo is offering the device for R$ 1,249 (approximately $672) with a pricey plan. The 64GB unlocked iPhone 4S with a pre-paid plan sells for R$2,650, or about $1425. Shipping time on the online Brazil Apple Store is an estimated 1-2 weeks,same as in the United States at post time. Orders are limited to two per customer. Apple is also offering the popular iPhone 3GS which sells for R$ 1199, or about $705, while the 8GB iPhone 4 retails for R$1799 (approximately $1060), both unsubsidized.
